Action Plan to implement the National Social Economy Concept in the period 2018-2019

A plan for the development of the social economy and entrepreneurship in the period 2018-2019 has been approved.


The Government adopted an Action Plan to implement the National Social Economy Concept in the period 2018-2019. The document sets out activities that will contribute to the development and consolidation of the social economy and social entrepreneurship in Bulgaria.

The clear visibility of social enterprises is an essential factor for the development of the sector. For this reason, a number of information campaigns, forums and seminars are set out in the plan, as well as the presentation of good practices in this field. An employment exchange is planned, during which social enterprises will offer jobs to socially disadvantaged young people, as well as people with disabilities, at risk of poverty and social exclusion.

The Plan outlines activities that will improve the legal framework as well as activities that will create the conditions for more partnerships and networks of social enterprises. Also included are actions that will direct consumers' attention to the products of social enterprises on the market. Measures are also envisaged to create favorable conditions for education, training and research to support the social economy. These include conducting surveys among teachers and stakeholders on opportunities for developing curriculums and projects in the field of social economy. The plan also includes measures to assess the economic and social impact of social enterprises on employment and social inclusion of disadvantaged people.
